Approximation: Polynomial LOESS and LOWESS approximation

We consider polynomial versions of LOESS and LOWESS by setting polynomial terms.

We locally apply the polynomial curve to the data. Usually, it will be too noisy for any

higher polynomial order . The best order is one(the regular LOESS and LOWESS).

LOESS and LOWESS have almost the same results on the graph:

for the same parameter and order. Even for order 2, it is too noisy and it seems like

fluctuating.
